Mübadil Kuruluşlarının Çağrısı

Bundan 93 yıl önce; 30 Ocak 1923 tarihinde,  Türkiye Büyük Millet Meclisi Hükümeti ile Yunan Hükümeti arasında, Türkiye’de yerleşik Rum-Ortodokslar ile Yunanistan’da yerleşik Türk-Müslümanların zorunlu göçünü öngören Mübadele Sözleşmesi imzalandı.
Yunanistan'ın Balkan Savaşına katıldığı tarih olan; 18 Ekim 1912 tarihinden itibaren yurtlarını terk etmiş olanları da kapsamına alan bu sözleşme ile yaklaşık 2.000.000 insan doğdukları toprakları terk etmek zorunda kaldı.  
Mübadeleye tabi tutulanlar; yüzlerce yıldır ekip-biçtikleri topraklarını, ekmek parası kazandıkları işyerlerini, evlerini, ibadet ettikleri kutsal mekanlarını, sevdiklerinin mezarlarını geride bıraktılar.  Limanlarda, tren istasyonlarında kurulan çadırlarda haftalarca, aylarca beklediler. Çoğu yolcu taşımaya elverişsiz olan gemilerle olmak üzere iki ülke arasında günler, haftalar süren yolcuklar yaptılar.  Bu uzun ve zahmetli yolculuk sırasında yaşamını kaybeden yakınlarını denize verdiler. Yetersiz beslenmeden ve kötü fiziki koşullardan ötürü hastalanarak ölenler oldu.  Aileler dağıldı. Yeni vatanlarında uzun süre uyum güçlüğü çektiler.
Mübadillerin doğdukları toprakları ziyaret etmelerine uzun yıllar izin verilmedi. 1. Kuşak mübadillerin hemen hemen tamamı memleket hasreti ile bu dünyadan sessizce göçüp gittiler. Son yıllarda giderek artan sayıda mübadil çocuğu ve torunu , bir vasiyeti yerine getirircesine  aile büyüklerinin  “memleket” dedikleri toprakları ziyaret etmek istiyor. Onların doğdukları kentleri, köyleri, mahalleleri, ibadet ettikleri kutsal mekanları  görmek istiyor. Kendi özel tarihlerine ve kültürlerine ait izleri sürmek istiyor. Ancak; T.C vatandaşlarına vize uygulanması, vize alırken çekilen sıkıntılar düş kırıklığı yaratıyor.
- AB yöneticilerinden, Yunanistan ve Türkiye Cumhuriyeti Hükümetlerinden iki halk arasına örülen vize duvarının kaldırılmasını tekrar tekrar talep ediyoruz. Türkiye Cumhuriyeti vatandaşı olan mübadiller de Yunanistan vatandaşı olan Rum Ortodoks mübadiller gibi aile büyüklerinin doğdukları toprakları vizesiz olarak ziyaret etmek istiyor.
- Vizesiz ziyaret imkanı sağlanıncaya kadar mübadil kökenlilere A.B.D ve İngiltere'nin uyguladığı gibi uzun süreli 5 -10 yıllık vize verilmesini talep ediyoruz.
- Eğer Shengen vize mevzuatı uzun süreli vize için bir engel teşkil ediyorsa Türkiye ve Yunanistan hükümetleri mübadele sözleşmesi nedeni ile yaşadıkları ülkeleri terk etmek zorunda kalanlara, onların çocuklarına ve torunlarına çifte vatandaşlık hakkı tanımalıdır.
- Mübadillerin kayıtları T.C. Başbakanlık Devlet Arşivleri Genel Müdürlüğünde mevcuttur. İlgililerden, aile büyüklerimize ait bilgilerin yer aldığı Muhtelit Mübadele Komisyonu Tasfiye Talepnamelerinin Cumhuriyet Arşivi ONLİNE Kataloglarına tekrar geri yüklenmesini talep ediyoruz.
- Türkiye Cumhuriyeti Hükümeti ile Yunanistan Hükümeti'nden mübadillerin geride bıraktıkları cami, kilise, tekke, manastır, türbe, şehitlik, mezarlık  gibi  kutsal mekanların, hamam, bedesten, çeşme, ayazma gibi yapıların günümüze kadar ayakta kalmış olanlarının karşılıklı olarak restore etmelerini ve korumalarını talep ediyoruz.  Türkiye'deki ve Yunanistan'daki yerel yönetimlerin ve sivil toplum kuruluşlarının mimari mirasın korunması konusunda gösterdikleri  çabaları takdirle karşılıyoruz. Merkezi yönetimlerin ve Avrupa Birliği'nin de her iki ülkedeki kültürel mirasın korunması için yerel yönetimlere maddi ve teknik destek vermelerini istiyoruz.
Mübadil kuruluşları olarak dikkat çekmek istediğimiz önemli bir konu da Ortadoğu'da devam eden kanlı çatışmalar ve savaşlardır.
Ortadoğu'daki savaşlar ve çatışmalar nedeni ile insanlığın binlerce yıllık kültürel mirası yok ediliyor. Suriye'de, Irak'ta yüzbinler yaşamını yitirdi ve bu acımasız savaş bütün hızıyla sürüyor. Milyonlarca insan canını kurtarmak için ülkesini terk ediyor. Birleşmiş Milletler Mülteciler Yüksek Komiserliğinin verdiği resmi rakamlara göre Aralık 2015 ayı itibariyle Suriye'yi terk edenlerin sayısı 4.390.439 kişiye ulaştı. Türkiye'deki kayıtlı mülteci sayısı 2.400.000 kişi. Tükiye'deki mültecilerin büyük çoğunluğu yeniden bir yaşam kurabilmek amacıyla lastik botlarla Ege Denizini geçerek Yunanistan'a, oradan da Avrupa Ülkelerine ulaşmak için ölümcül  yolculuklara çıkıyor. Ege'nin/Akdeniz'in soğuk sularında günde 9 mülteci can veriyor. Bir yıl içinde denizlerde yaşamını kaybedenlerin sayısı 3771 kişi. Bunların %20'si Aylan Bebek gibi 0-11 yaş arasındaki çocuklar.
Mübadelenin 93.yıldönümü nedeni ile mübadil kuruluşlarının düzenlenledikleri anma etkinliklerinde; savaşlarda, çatışmalarda, terör saldırılarında, mübadele sürecinde yaşamını yitirenler ile umut yolculuğunda yaşamlarını yitiren Aylan Bebeklerin  anısına denize kırmızı karanfiller bırakıyoruz.
Emperyalist çıkarlar uğruna sürdürülen, yüzbinlerce insanın ölümüne, milyonlarca insanın ülkelerini terk etmelerine neden olan bu savaşları çıkaranları, destekleyenleri ve sessiz kalanları şiddetle kınıyoruz ve yüksek sesle haykırıyoruz:
Savaşa son verin!
Ölümleri durdurun!
Mülteci dramı son bulsun..
Bu topraklarda yaşayan halkların geçmişinde yüzlerce yıllık birlikte yaşam deneyimi var. Bizler; mübadil çocukları ve torunları olarak, Mübadelenin 93. Yıl dönümünde Orta Doğu'da, Balkanlar’da, Akdeniz'de, Ege'de ve yaşadığımız coğrafyada çatışma yerine barış, farklı olanı sürgün yerine birlikte yaşama ortamının oluşturulabileceğine yürekten inanıyoruz.
Savaşlarda ve göç yollarında yaşamını yitirenleri saygı ve rahmetle anıyor, çekilen acılar bir daha yaşanmasın diyoruz..

Common Declaration of the Emigrant Organizations in Turkey

Ninety three years before; Lausanne Population Exchange Protocol was signed between the Government of Turkish Grand National Assembly and Greek Government prescribing the compulsory exchange of Rum Orthodoxes settled in Turkey and the Muslims settled in Greece.
Pursuant to this Protocol, which also included those who had to leave their homes from 18th October 1912 the date when Greece engaged in the Balkan War, nearly 2.000.000 people were uprooted.
Those who were subjected to the population exchange left the lands they cultivated for centuries, the work places from where they gained their livelihoods, the sacred places where they worshipped and the graves of the loved ones. They waited for weeks and months in the tents built on the ports and the train stations. They travelled for weeks and months by the ships most of which were inadequate for passengers. During these long and troublesome journeys, they buried their loved ones deep into the sea.  Some of them died because of malnutrition and the physical conditions unfavourable for survival. The families fell apart. They had adaptation problems in their new homelands for a long time. However, they did not reflect their pains. They neither tell nor transmit their stories.
These people were not allowed to visit the places where they were born and grown up. Almost all of the first generation passed away silently with the longing in their hearts for their homes. Since the recent years, an increasing number of the emigrant children and grandchildren want to visit the places that their elderlies called as the “memleket” in an attempt to fulfil a commitment for those passed away. They want to see the cities, towns, villages and the neighbourhoods that their elderlies had born into, the sacred places in which they had worshipped, the fountains they drank from and the lands on which they worked, loved and made families. They would like to trace the imprints of their personal histories and culture. Nevertheless, the visa arrangements and the hardships of bureaucracy applied to Turkish citizens, result in their disappointment.
We kindly request from the EU authorities Greek and Turkish Governments to lift the visa barriers between the two peoples. The emigrants in Turkey also would like to visit the birth places of their elderlies without engaging in the visa formalities as the Greek citizens of Rum Orthodox emigrants enjoy today.
We would like to propose long term visa application for the emigrants in Turkey extending to 5-10 years like the one implemented in the USA and the UK, until the settlement of visa free legislation.

If the Schengen procedure poses a legal barrier for the long term visa applications, Turkish and Greek governments can reach an agreement on the recognition of dual citizenship rights for the children and grandchildren of those who had to leave their countries due to the Lausanne Population Exchange Protocol.
We kindly request from the TR Prime Ministry State Archives to reload the liquidation requisitions of the Mixed Commission, which contain information on the places left by our elderlies, to the online catalogues.
We would like Turkish and Greek Governments to restore mutually the cultural heritage left behind by the emigrants such as the mosques, churches, dervish lodges, monasteries, mausoleums, war graves and graves, fountains, baths, khans, bazaars and other cultural architecture.  We appreciate the efforts of local administrations and civil society organizations in Turkey and Greece to protect the architectural heritage. We would like also the central state authorities and the related EU agencies to support these efforts in both countries financially and technically.
The ongoing bloody conflicts and wars in the Middle Eastern region is another issue that we would like to attract attention as the emigrant organizations.
The millennium old cultural heritage of humanity is being exterminated due to the wars and violent conflicts in the Middle East. Hundreds of thousands lost their lives in Syria and Iraq and the merciless war is going on at full steam. Millions of people are leaving their countries to survive. According to the official statistics of the United Nations High Commissariat for Refugees, the number of those leaving Syria reached 4.390.439 by December 2015. The number of registered refugees in Turkey is 2.400.000. Hoping to restore their devastated lives, many of these refugees are taking off for a fatalistic journey with the rubber boats in an attempt to cross the Aegean Sea to arrive at Europe by way of Greece. Everyday averagely nine refugees die in the cold waters of the Aegean Sea and the Mediterranean. The number of those lost their lives on the sea in a year is 3771. 20% of these deceased people were the children aged between 0-11, such as the baby Aylan.
In the activities organized by the emigrant organizations for the 93rd anniversary of Lausanne Population Exchange; we leave red cloves on the sea in memory of those who lost their lives during the population exchange together with those who died in the wars, conflicts, terror attacks and Aylan babies passing away during their journeys of hope.

We firmly condemn those who provoke, support and close their eyes to the wars fought for the imperialist interests and resulting in the death of the hundreds of thousands of people and the millions leaving their homes. We say, give an end to the wars and stop deaths.
The history of the peoples of these lands has centuries old experiences of coexistence. On the 93rd anniversary of the Lausanne Population Exchange, we as the children and grandchildren of the emigrants believe whole heartedly that we can build an environment of peace instead of conflict and co-existence instead of exiles in the Middle East, the Balkans, Mediterranean and the Aegean regions.
We commemorate those who lost their lives in the migration routes with respect and God’s grace and wish that those bitter experiences would not be lived again...

Έκκληση των Ιδρυμάτων Ανταλλαγέντων

93 χρόνια πριν, στις 30 Ιανουαρίου του 1923, οι κυβερνήσεις της Τουρκίας και της Ελλάδας υπέγραψαν μια συνθήκη για την υποχρεωτική ανταλλαγή των εγκατεστημένων στην Τουρκία Ελλήνων Ορθοδόξων με τους εγκατεστημένους στην Ελλάδα Τούρκους Μουσουλμάνους.
Με την συνθήκη αυτή η οποία συμπεριλάμβανε και αυτούς που εγκατέλειψαν τις πατρίδες τους μετά τις 18 Οκτωβρίου του 1912, την ημερομηνία της συμμετοχή της Ελλάδας στους Βαλκανικούς πολέμους, 2.000.000 περίπου άνθρωποι αναγκάστηκαν να εγκαταλείψουν τις πατρογονικές τους εστίες.
Οι Ανταλλαγέντες άφησαν πίσω τους τα χώματα που καλλιεργούσαν οι πρόγονοί τους επί αιώνες, τις δουλειές τους, τους ναούς τους και τους τάφους των αγαπημένων τους. Έμειναν επί μήνες ολόκληρους σε σκηνές στημένες πρόχειρα σε λιμάνια και σιδηροδρομικούς σταθμούς. Ταξίδεψαν επί εβδομάδες με ακατάλληλα για την μεταφορά ανθρώπων πλοία. Είδαν να ρίχνονται στην θάλασσα οι αγαπημένοι τους που έχασαν την ζωή τους στις δύσκολες αυτές περιπλανήσεις. Πολλοί έχασαν την υγεία τους και της ζωή τους από τις κακουχίες και την πείνα. Διαλύθηκαν οικογένειες και δεν κατάφεραν οι πρόσφυγες να εγκλιματιστούν εύκολα στις νέες τους πατρίδες.
Για πολλά χρόνια δεν τους επιτράπηκε να επισκεφτούν τις πατρογονικές τους εστίες. Οι πρόσφυγες της πρώτης γενιάς  αποχώρησαν από την ζωή αθόρυβα με αυτό το παράπονο. Τα τελευταία χρόνια, όλο και περισσότερα παιδιά και εγγόνια προσφύγων θέλουν να επισκεφτούν τις πατρίδες των προγόνων τους για να τιμήσουν την μνήμη τους. Θέλουν να δουν τις πόλεις, τα χωριά, τις γειτονιές και τους ναούς των πατεράδων τους, να ακολουθήσουν τα χνάρια της προσωπικής τους ιστορίας και του δικού τους πολιτισμού. Η επιβολή όμως «βίζας» στους Τούρκους υπηκόους και η δυσκολία έκδοσής της προκαλούν απογοήτευση.
– Ζητάμε για μία ακόμη φορά από τους αρμόδιους φορείς της Ευρωπαϊκής Ένωσης να καταργήσουν την βίζα που χωρίζει τους λαούς της Τουρκίας και της Ελλάδας. Οι πρόσφυγες από της Ελλάδα με τουρκικά διαβατήρια θέλουν να μπορούν να επισκέπτονται τις πατρογονικές τους εστίες όπως τις επισκέπτονται και οι Έλληνες Ορθόδοξοι ομόλογοί τους.
– Έως ότου καταργηθούν οριστικά οι βίζες, ζητάμε να εκδίδονται βίζες 5 και 10 ετών, όπως αυτές που εκδίδουν η Αγγλία και οι Η.Π.Α.
– Εάν το νομικό πλαίσιο της βίζας Schengen δεν επιτρέπει την χορήγηση μακρόχρονης βίζας, ζητάμε από την Ελλάδα κι την Τουρκία να δώσουν διπλή υπηκοότητα στους πρόσφυγες πρώτης γενιάς που αναγκάστηκαν να φύγουν από τις πατρίδες τους με την Ανταλλαγή, στα παιδιά και στα εγγόνια τους.
– Οι Ανταλλαγέντες είναι καταγεγραμμένοι στους καταλόγους της Γενικής Διεύθυνσης Κρατικών Αρχείων Πρωθυπουργίας της Τουρκικής Δημοκρατίας. Ζητάμε από τις αρμόδιες αρχές να ξαναδημοσιεύσουν σε ψηφιακή μορφή τις καταγραφές των προγόνων μας στους ψηφιακούς καταλόγους του Muhtelit Mübadele Komisyonu Tasfiye Talepnamelerinin Cumhuriyet Arşivi.
– Ζητάμε από τις κυβερνήσεις της Ελλάδος και της Τουρκίας να προστατέψουν και να αναπαλαιώσουν τα τζαμιά, τις εκκλησίες, τους τεκέδες, τα μοναστήρια και τα νεκροταφεία που άφησαν πίσω τους οι πρόσφυγες. Εκτιμούμε τις ιδιωτικές πρωτοβουλίες και τις προσπάθειες των δημοτικών αρχών για την διατήρηση της αρχιτεκτονικής κληρονομιάς. Ζητάμε από τις κρατικές αρχές των δύο χωρών και την Ευρωπαϊκής Ένωση να στηρίξουν με τεχνικά και οικονομικά μέτρα αυτές τις πρωτοβουλίες.
Τα Ιδρύματα των Ανταλλαγέντων θέλουν επίσης να εκφράσουν την ανησυχία που αισθάνονται για τις αιματηρές συγκρούσεις και τους πολέμους που συνεχίζουν στην Μέση Ανατολή.
Οι πόλεμοι και οι συρράξεις στην Μέση Ανατολή καταστρέφουν την πολιτιστική κληρονομιά χιλιετιών. Εκατοντάδες χιλιάδες συνάνθρωποί μας έχασαν την ζωή τους και ο αιματηρός πόλεμος συνεχίζει. Εκατομμύρια πρόσφυγες εγκαταλείπουν τις εστίες τους για να σώσουν τις ζωές τους. Σύμφωνα με επίσημα στοιχεία των Ηνωμένων Εθνών το σύνολο των προσφύγων που εγκατέλειψαν την Συρία έως τον Δεκέμβριο του 2015 ήταν  4.390.439. Οι καταγεγραμμένοι πρόσφυγες στην Τουρκία έχουν φθάσει τους 2.400.000. Πολλοί από αυτούς ξεκινούν με λαστιχένιες βάρκες μοιραία ταξίδια στο Αιγαίο για να περάσουν στην Ελλάδα και από εκεί στις ευρωπαϊκές χώρες. Στα κρύα νερά του Αιγαίου και της Μεσογείου πνίγονται καθημερινά 9 πρόσφυγες. 3.771 έχουν πεθάνει σε έναν χρόνο και το 20 % τους είναι παιδιά 0 – 11 χρόνων, όπως ο μικρός Αϊλάν.
Τα Ιδρύματα Ανταλλαγέντων, στο πλαίσιο των εκδηλώσεων που διοργανώνουν για την 93η επέτειο της Ανταλλαγής τιμούν την μνήμη των θυμάτων πολέμου, πολεμικών συρράξεων και τρομοκρατικών επιθέσεων. Τιμούν επίσης και την μνήμη όσων έχασαν την ζωή τους στην δύσκολη περίοδο της Ανταλλαγής και των μικρών παιδιών σαν τον Αϊλάν που έχασαν την ζωή τους στο ταξίδι της ελπίδας ρίχνοντας στην θάλασσα κόκκινα γαρύφαλλα.
Καταδικάζομαι όσους ξεκίνησαν, συνεχίζουν και μένουν θεατές στους πολέμους αυτούς που εξυπηρετούν ιμπεριαλιστικά συμφέροντα, γίνοντας αιτία να πεθάνουν εκατοντάδες χιλιάδες και να εκπατριστούν εκατομμύρια συνανθρώπων μας και φωνάζουμε με όλη μας την δύναμη:
Σταματήστε τον πόλεμο!
Σταματήστε τους θανάτους!
Ας τελειώσει πια το δράμα των προσφύγων!
Οι λαοί στα χώματα μας έχουν πλούσια παράδοση συνύπαρξης αιώνες τώρα. Εμείς, τα παιδιά και τα εγγόνια των Ανταλλαγέντων, πιστεύουμε ακράδαντα ότι στον γεωγραφικό μας χώρο μπορούμε να έχουμε ειρήνη αντί για πόλεμο και ότι μπορούν να δημιουργηθούν συνθήκες για την ειρηνική συνύπαρξη των λαών στην θέση της υποχρεωτικής εξορίας.
Χαιρετίζουμε με αγάπη κι εκτίμηση την μνήμη των θυμάτων του πολέμου και της προσφυγιάς και ευχόμαστε ποτέ να μην ξαναζήσει κανείς αυτές τις πίκρες.
